DS Smith has proposed the closure of its paper and packaging facility in Launceston, Cornwall, placing 167 jobs at risk following a review of its UK operations.
The company said the potential shutdown of its Link Road site comes amid “tough trading conditions” and is part of efforts to improve efficiency and adapt to changing customer needs. A consultation process has been initiated, with employees facing uncertainty over their future.
The Launceston facility has been a major employer in North Cornwall for nearly six decades, having originally opened in 1968 as Tillotson’s before undergoing multiple ownership changes. It most recently became part of International Paper following its acquisition of DS Smith in January 2025.
DS Smith is a significant player in corrugated packaging and processes approximately 28,000 tonnes of paper annually at the site. The proposed closure reflects broader restructuring across its UK network, following previous site closures and workforce reductions in recent years.
Local officials expressed concern about the potential economic impact. Adrian Parsons described the development as a major loss for the community, highlighting the plant’s long-standing role in providing employment for local families.
Meanwhile, Ben Maguire pointed to wider pressures on businesses, including rising labour costs and broader economic challenges, which he said have contributed to a wave of job losses in the region.
DS Smith said the review aims to ensure long-term competitiveness as the packaging industry faces cost pressures and shifting demand. The company has not confirmed a final decision, with consultations ongoing.
