EFI Group plans to double production capacity at its new vegetable pulp packaging plant by 2028 as part of its Pulp Master project. EFI Group founder Ihor Liski said the company plans to expand production using both its own funds and borrowed capital.

The first stage of the project has already been commissioned, with an annual capacity of 50 million packaging units. After the second stage is completed in the first quarter of 2028, production capacity is expected to increase to 100 million units per year.

Liski said more than 90% of the plant’s output is planned for export markets. Even under a scenario of active domestic demand growth, Ukraine’s market capacity in this segment is expected to reach only about 10 million units per year.

As a result, Pulp Master has been developed as an export-oriented project from the beginning. Raw materials for packaging production are currently supplied from Europe and Asia.

Sugarcane fiber of Asian origin is mainly used for the production of disposable tableware,” Liski said. He added that the project’s broader goal is to create a domestic system for producing cellulose from agricultural by-products in Ukraine. The first phase of the Pulp Master project, worth €5 million, recently began operations in Zhytomyr.

The project reflects growing interest in sustainable packaging, export-oriented manufacturing and deeper processing of agricultural by-products in Ukraine.
