EU Customs to Register Imports of Lightweight Thermal Paper from China

EU customs authorities must now register imports of lightweight thermal paper from China pending an anti-subsidy investigation. This allows potential retroactive countervailing duties on shipments.

Investigation Details

The European Commission initiated the probe on November 7, 2025, following a September 24 complaint by the European Thermal Paper Association (ETPA), representing over 25% of EU production.

Targeted product: lightweight thermal paper ≤65 g/m² in jumbo rolls ≥20 cm wide, ≥50 kg, ≥40 cm diameter, with thermo-sensitive layer, from China.

Registration started on the Commission's initiative under Article 24(5), enabling retroactive duties if imposed.

Implications

Retroactivity conditions will be evaluated in any definitive duty regulation. ETPA seeks protection against subsidized imports harming European producers.
