EU Proposes Delay for Deforestation Regulation Implementation

The European Commission has proposed targeted measures to facilitate implementation of the EU Deforestation Regulation (EUDR), potentially delaying enforcement to December 2026 due to concerns over digital system readiness and administrative capacity. The regulation directly impacts pulp and paper manufacturers, requiring wood-based products to be traceable to specific land plots and certified deforestation-free after December 31, 2020. Companies must submit electronic due diligence statements through the EUDR Information System. Industry coalition groups representing 17 European organizations have called for further simplifications, arguing current frameworks impose disproportionate burdens on low-risk countries. Meanwhile, 18 EU agriculture ministers request a "negligible risk" category exemption. The Commission published updated guidance in April 2025 and adopted country risk classifications in May. Paper companies should immediately map supply chains, implement traceability systems, and prepare compliance documentation while monitoring regulatory developments. Parliamentary approval is required for the proposed amendments to take effect.
