NANNING, CHINA — March 10, 2026 — The Department of Industry and Information Technology of Guangxi Zhuang Autonomous Region has officially announced the list of major industrial projects slated for support under the 2026 Autonomous Region Special Fund for Industrial Revitalization. Among the strategic sectors receiving priority, the paper manufacturing industry has secured significant backing, with large-scale projects from Nine Dragons Paper, Jianhui Paper, and Xianhe New Materials confirmed for selection.

The fund is dedicated to accelerating industrial optimization and upgrading across the region. The selected projects are expected to break ground in 2026, leveraging the special revitalization funds to bolster high-end production capacity and regional economic growth.

Strategic Paper Industry Projects Selected for 2026:

  • Nine Dragons Paper (Beihai) Co., Ltd.: A high-quality paper production project with an annual capacity of 650,000 tons. This initiative is a cornerstone of the region's efforts to establish a world-class papermaking hub in Beihai.

  • Guangxi Jianhui Paper Industry Co., Ltd.: A production facility dedicated to high-end food packaging paper, featuring an annual capacity of 306,000 tons. This project aligns with the global shift toward sustainable and food-safe packaging solutions.

  • Guangxi Xianhe New Materials Co., Ltd.: The Phase II expansion of the Sanjiangkou New Area High-Performance Paper-Based New Materials Project. This includes the development of the No. 3 Special Paper Workshop, adding 100,000 tons of annual capacity alongside comprehensive supporting facilities.
