The Beihai Municipal People's Government in Guangxi Province has published a draft environmental impact assessment report for the Phase IV expansion of the Tieshan Port Pulp and Paper Industrial Park, outlining Guangxi Sun Paper Industry Co., Ltd.'s plans to build an 800,000-ton-per-year bleached chemical pulp and fluff pulp production project.

According to the draft report, the project will be constructed on newly acquired land covering approximately 1,010.35 mu (67.3566 hectares) adjacent to the company's existing facilities. Hardwood and softwood chips will be used as raw materials, with the production line adopting the sulfate process. The system is designed to produce bleached chemical hardwood pulp, bleached chemical softwood pulp, and fluff pulp.

The project also includes the construction of supporting infrastructure, including a raw material storage yard, material preparation and screening workshop, pulping workshop, pulp board workshop, alkali recovery system, chlorine dioxide preparation workshop, oxygen plant, water supply system, wastewater treatment plant, thermal power system, warehouse, and other auxiliary operating facilities.

The environmental impact assessment also outlines adjustments to supporting facilities planned under the Phase III integrated pulp and paper project. The originally planned 2,600 tds/d alkali recovery furnace will be rebuilt as a 600 tds/d unit, while the previously planned 490 t/d lime kiln has been removed from the project plan.

Following the adjustment, black liquor generated by the Phase III high-purity natural fiber production line, the lignin workshop, and the new Phase IV 800,000-ton-per-year bleached chemical wood pulp production line will be processed through a new 6,800 tds/d alkali recovery furnace planned for Phase IV. Black liquor from the Phase III 305,000-ton-per-year unbleached hardwood pulp production line will be treated using the rebuilt 600 tds/d alkali recovery furnace.

According to the project announcement, the planned product allocation includes 160,600 tons of bleached softwood pulp for internal use, 442,000 tons of bleached hardwood pulp for internal use, and 213,400 tons of fluff pulp board for external sale.
