Guangxi’s 2030 Pulp And Paper Production Goals

Recently, the Guangxi Zhuang Autonomous Region released a draft of its "Implementation Opinions on Accelerating the High-Quality Development of Forest Product Processing and Paper Industry" for public comment.
The "Opinions" propose that by 2027, the total output value of the forestry and grassland industry in the region will reach 1.28 trillion yuan, and by 2030 it will reach 1.5 trillion yuan, of which the output value of forest product processing and paper industry will reach 750 billion yuan, with an average annual growth rate of more than 6%. This will lead the forestry industry to achieve effective quality improvement and reasonable quantitative growth, and promote the high-quality development of forestry in the new era to a new level.
The "Opinions" document sets forth the goal of "developing a strong pulp and paper industry." It emphasizes prioritizing the development of high-yield pulp types such as chemical wood pulp and mechanical wood pulp, vigorously developing products such as packaging paper, household paper, cultural paper, specialty paper, and pulp molding, and constructing a number of key projects integrating forestry, pulp, and paper production, as well as high-value-added specialty paper projects. By 2030, the total output value of the region's paper industry is projected to reach 180 billion yuan, with a production of 27 million tons of machine-made paper and paperboard. The document also aims to cultivate four enterprises with an output value exceeding 20 billion yuan and five enterprises exceeding 10 billion yuan.
According to data from the National Bureau of Statistics, Guangxi's paper and paperboard output reached 8.6685 million tons in 2024. Based on data from Guangxi's paper industry, its paper and paperboard production capacity was approximately 12 million tons by the end of 2024. This translates to an overall operating rate of about 72% for Guangxi's paper industry in 2024.
If the current operating rate is maintained until 2030, when the region's total output reaches the expected 27 million tons, the capacity is projected to reach 37.5 million tons.
At this rate of development, starting in 2025, over the next six years, Guangxi will see an average annual increase of approximately 4.25 million tons in paper and paperboard production capacity, with an actual increase in output of approximately 3.05 million tons. This figure does not include the output of various types of pulp. It is projected that by 2030, Guangxi will become the province with the largest overall pulp and paper production capacity in my country, indicating huge potential for the industry's development.
