Hengfeng Paper Industry Begins Construction of Green Printing Project in China

Hengfeng Paper Industry has officially commenced construction of the second phase of its green packaging paper products processing project, a green printing facility with a total investment of 349 million yuan.

The groundbreaking ceremony for the project was held on May 15. According to the company, the project is classified as a key provincial initiative and is designed to strengthen Hengfeng Paper Industry’s position in tobacco packaging and downstream value-added manufacturing.

The project will occupy approximately 43,700 square meters of land and include a total building area of around 29,300 square meters. Once completed, the facility is expected to have an annual production capacity of 800,000 cartons of cigarette labels.

Yin Jianjun, Printing Director at Hengfeng Paper Industry, said the project is scheduled to achieve partial production capacity by the end of 2026, with full completion and full operational capacity targeted for June 2027. After reaching full production, the facility is expected to generate annual sales revenue exceeding 354 million yuan, with average annual profits projected at 30 million yuan and annual income tax payments nearing 5 million yuan.

The company said the project is also expected to create approximately 300 direct jobs and contribute to regional economic development through employment growth and expanded income opportunities.

China Haicheng is serving as the project’s general contractor. Zhang Zhi, Executive Vice President of China Haicheng, said the project marks a strategic expansion for Hengfeng Paper Industry from cigarette paper production into broader cigarette packaging industry support. She added that the project would promote intelligent, green, and integrated industrial development.

Liang Dequan, Party Secretary and Chairman of Hengfeng Group, said the investment represents an important step in extending the company’s operations downstream into higher value-added packaging segments. He stated that the completed facility will integrate the full chain of “specialty paper substrate–green printing–finished packaging,” enabling integrated supply from paper production to packaging manufacturing while enhancing product value and market competitiveness.

The project is also intended to support Hengfeng’s transition toward greener and lower-carbon operations as the company pursues broader high-quality development goals.
