New Delhi, India – India has introduced a mandate requiring certain packaging materials to contain at least 40% recycled content, as part of efforts to strengthen waste management and promote circular economy practices.
The policy, outlined under the country’s extended producer responsibility (EPR) framework for plastic packaging, establishes phased targets for the use of recycled materials. The 40% requirement applies to rigid plastic packaging categories, with compliance timelines set by the government.
The move is aimed at reducing dependence on virgin plastics and increasing the utilization of recycled polymers in manufacturing. It also seeks to formalize recycling systems and encourage investment in waste collection and processing infrastructure.
Under the rules, producers, importers, and brand owners are required to meet minimum recycling obligations and incorporate recycled content into their packaging. Companies that fail to comply may face penalties or restrictions under India’s environmental regulations.
Industry stakeholders have indicated that achieving the targets will require scaling up domestic recycling capacity and improving the quality of recycled materials. Challenges remain around collection efficiency, segregation of waste, and the availability of food-grade recycled plastics.
The policy forms part of India’s broader strategy to address plastic waste and environmental pollution, while aligning with global sustainability trends in packaging. It is expected to drive demand for recycled materials and accelerate the development of a more structured recycling ecosystem in the country.
