Kuzbassky SCARABEY Advances Plans for Corrugated Cardboard Mill in Kemerovo Region

Kuzbassky SCARABEY has moved closer to launching a new corrugated cardboard manufacturing facility following a working meeting with representatives of Sberbank at the Zapadny Industrial Park, where discussions focused on financing the final stage of the project.
The planned investment will support the construction of a full-cycle production complex designed to manufacture environmentally friendly packaging from waste paper. During the visit, Sberbank representatives reviewed the operations of what the company described as the largest recycling facility east of the Urals and held negotiations on a proposed credit line for the project.
The new corrugated cardboard plant is expected to be located within the Prigorodny eco-industrial park in the Kemerovo Municipal District. According to the company, the facility will have an annual production capacity of up to 120 million square meters of corrugated cardboard products.
Kuzbassky SCARABEY said the project is expected to deliver economic benefits to the region, including the creation of more than 200 jobs and at least 500 million rubles in annual tax revenue. The company also stated that local manufacturers would gain access to a stable supply of environmentally friendly packaging materials.
As part of its broader strategy, Kuzbassky SCARABEY is evaluating the creation of a vertically integrated business structure and is seeking potential co-investors. The company reported interest from recycling and processing businesses in Siberia as well as companies based in central Russia looking to expand operations within the Siberian Federal District.
The project forms part of efforts to strengthen industrial processing capacity in Kuzbass and support the development of a circular economy through deeper recycling and manufacturing integration.
