L-Pak Kuban to Invest RUB 9.3 Billion in New Corrugated Packaging Plant in Krasnodar Region

Authorities in Krasnodar Krai and packaging manufacturer L-Pak Kuban have signed an agreement to build a new corrugated cardboard and packaging production facility in the region, marking a major investment in Russia’s packaging industry.
The agreement was signed during the St. Petersburg International Economic Forum (SPIEF). According to Krasnodar Krai Vice Governor Alexander Ruppel, the project will involve investments of approximately RUB 9.3 billion and is expected to create more than 300 jobs.
The planned facility will manufacture a range of corrugated packaging products, including corrugated sheets, standard four-valve boxes, and complex die-cut packaging solutions. The product portfolio is intended to serve key segments of the packaging market and support demand from food and processing industries.
L-Pak Kuban LLC was established in Krasnodar Krai in 2025 specifically to implement the project. The company is owned by the Moscow-based private foundation KIK.
Regional officials cited several factors behind the decision to locate the investment in Krasnodar Krai. According to Ruppel, packaging production volumes in the region have more than doubled over the past decade. Local manufacturers currently supply up to 60% of the packaging needs of the region’s food and processing sectors.
The vice governor said the industry’s development has been supported by access to raw materials, established transport infrastructure, and sustained domestic demand for packaging products.
The project represents one of the largest recent investments in the region’s packaging sector and is expected to expand local manufacturing capacity for corrugated packaging products.
