Lecta Outlines Compliance Approach Ahead of EU Deforestation Regulation Implementation

Paper and specialty materials manufacturer Lecta has informed customers about its preparations for the implementation of the European Union Deforestation Regulation (EUDR), which will apply to relevant products from 30 December 2026.
According to the company, the regulation’s application follows Regulation (EU) 2025/2650, published on 23 December 2025, which amends Regulation (EU) 2023/1115 and establishes the EUDR’s general application from the end of 2026. From that date, the regulation will apply to all Lecta products that fall within its scope.
Lecta said the EUDR applies particularly to the manufacture of paper pulp and paper products classified under Chapter 48 of the Harmonised System, excluding recycled products. The company noted that compliance requirements within the Lecta Group will vary depending on each company’s role in the supply chain.
Under certain circumstances, such as the harvesting of standing timber in Spain or specific imports of pulp or paper, companies within the group may act as first operators and will be required to submit a Due Diligence Statement (DDS). In other cases, where products are manufactured or supplied using raw materials already covered by a DDS, companies will act as subsequent operators or traders and will not issue a new DDS.
The company stated that, from 30 December 2026, Lecta entities supplying customers will generally operate as subsequent operators or traders and therefore will not provide new DDS reference or verification numbers, as the materials supplied will already be covered by an existing DDS.
Lecta also noted that importers placing products manufactured by the company on the European Union market may be considered operators under the EUDR and must meet the regulation’s due diligence requirements, including submitting a DDS where applicable. The company said it will retain DDS references and traceability information received from suppliers to support customers when required.
