Nine Dragons Paper Signs Phase IV Project in Jingzhou, Hubei

Nine Dragons Paper has signed the fourth phase of its project at its Hubei base in Jingzhou, as the company plans further expansion of its household paper manufacturing capacity.

The signing took place on September 19 during a visit by Li Yingwei, secretary of the Jingzhou Municipal Party Committee, and a delegation to Dongguan, Guangdong Province. The delegation visited Nine Dragons Paper and held discussions with company representatives on cooperation and the project.

The Phase IV project, formally the Nine Dragons Paper (Hubei) Co., Ltd. Phase IV Project, is located in Lingang Industrial Park in Bailuo Town, Jianli City, Jingzhou. It forms part of Nine Dragons Paper's Hubei production base.

According to the source, the project is planned to expand the existing site with 12 new toilet paper and household paper production lines, with combined annual capacity of 350,000 tons. The project will also include finished-product warehouses, sewage treatment facilities and other supporting public works.

The Hubei Nine Dragons Paper project has a planned total investment of 20.5 billion yuan and covers 3,994 mu of land. Phase IV is described as an expansion and upgrade intended to further develop the base's industrial chain.

Construction of the Hubei base began in October 2020. Phase I entered production by the end of 2022, while Phases II and III were fully operational by September 2025. Phase IV has now been signed and is under planning and development.

The overall base is expected to achieve annual output value of 23 billion yuan and profits and taxes of 1.8 billion yuan when fully completed and operational, according to the source. It is also estimated to create 3,500 new jobs.
