Halden, Norway – Norske Skog has initiated development studies at its Saugbrugs mill in Halden as part of the company’s long-term industrial strategy to strengthen the mill’s competitiveness and future product portfolio.

The studies focus on a potential rebuilding of paper machine PM6 at the Saugbrugs site. The objective is to enable future production of supercalendered (SC) magazine paper and to evaluate the possibility of producing kraftliner based on mechanical pulp. These alternatives are intended to build on Saugbrugs’ existing fibre expertise, infrastructure, and energy efficiency.

Saugbrugs is one of the world’s most modern and energy-efficient producers of publication paper and plays a key role in Norske Skog’s European mill structure. The ongoing work aims to identify solutions that can secure long-term industrial activity at the site while adapting production to changing market requirements.

“No investment decision has been made at this stage,” said Geir Drangsland, CEO of Norske Skog. “The studies are part of a structured evaluation process to assess how Saugbrugs can best be positioned for the future, based on market demand, technology, and sustainability considerations.”

Norske Skog will continue its dialogue with employees, unions, local authorities, and other stakeholders as the studies progress. Any future decision regarding investments or changes to production at Saugbrugs will be subject to further analysis and board approval.

Further information will be shared when the evaluation process has been concluded.
