North Carolina Deq Modifies Air Quality Permit For Domtar Paper Facility

The North Carolina Department of Environmental Quality (DEQ) has modified the air quality permit for Domtar Paper Co. LLC's Kingsport, Tennessee facility, allowing it to double green log processing at its woodyard from 2.2 million tons to 4.4 million tons per 12 months without physical modifications or increased pulp production. The change elevates volatile organic compound (VOC) emissions, mandating best available control technology, operational best practices, and maintenance at the woodyard. Air dispersion modeling confirms no exceedance of federal health-based standards. Permit conditions enforce compliance with emission limits beyond the facility fence line, alongside recordkeeping, reporting, and inspections.
