PackUK Announces Scheme Administrator Steering Group Members

PackUK announced membership of its new Scheme Administrator Steering Group (SASG) to support the UK’s packaging Extended Producer Responsibility (pEPR) scheme rollout. The voluntary group, chaired by Sebastian Munden with James Bull as deputy chair, unites representatives from governments, local authorities, producers, trade associations, compliance schemes, waste management, and NGOs across UK nations.​

The SASG serves as a “critical friend” to PackUK’s Scheme Administrator Executive Committee, offering recommendations on operations to maximize environmental benefits, efficiency, and economic growth. It works alongside three technical advisory groups: Recyclability Assessment Methodology Technical Advisory Committee (RAM TAC), Efficiency and Effectiveness Technical Advisory Committee (E&E TAC), and Communications and Behaviour Change Advisory Group (CBCAG). All four groups meet quarterly to refine pEPR processes.​

Producer and trade association members include Alison Bramfitt, Cat Hay, Gareth Callan, James Bull, John Ryan, Kevin Laughton, Paul Vanston, and Steve Carpenter. Robbie Staniforth represents compliance schemes; Emma Beal and Stuart Hayward-Higham cover waste management. NGOs feature Claire Shrewsbury and Paula Chin. Local authorities: Andrew Cassells (Northern Ireland), Craig Mitchell (Wales), Silke Isbrand (Scotland), Steve Palfrey (England).​

Chairs confirmed: Emma Wilkinson (RAM TAC), Cathy Cook (E&E TAC), Paul Vanston (CBCAG). PackUK emphasized collaboration across the packaging value chain for a circular economy.
