1.1 Keryas to Establish 20,000 MTPA Tissue Manufacturing Facility in Oman
Keryas Paper Industry LLC and Al Karama Hypermarket Group signed a memorandum of understanding at ProPaper 2026 in Dubai to establish a tissue manufacturing facility in Oman. The proposed investment is approximately US$12 million, with the plant planned for Sohar Industrial City, Phase 7.
The project will be developed through a joint venture, Sohar Paper Products LLC. Keryas already operates a kraft paper mill with a capacity of 150,000 tonnes per year, while Al Karama operates 15 hypermarkets. The proposed tissue facility is intended to strengthen local manufacturing and supply capabilities in the region.
1.2 Jinzhou Pulp & Paper Announces Environmental Assessment for 1.5 Million-Ton White Paperboard Project
Guangxi Jinzhou Pulp & Paper announced a second public notice relating to the environmental impact assessment of its proposed 1.5-million-tonne-per-year white paperboard project in Qinzhou, Guangxi, China.
The proposed development will be located at the existing Jinguang Industrial Park and includes pulp preparation facilities, pulp board warehouses and paper production workshops. The project represents a significant planned capacity addition, with the environmental assessment covering the proposed production facilities and associated infrastructure.
1.3 Valmet to Supply 350-Tonne-Per-Day BCTMP Line to ITC Bhadrachalam Mill in India
Valmet will supply a complete bleached chemi-thermomechanical pulp (BCTMP) line and evaporation plant to ITC's Bhadrachalam mill in India. The line is designed for a capacity of 350 bone-dry tonnes per day and will use high-temperature chemi-thermomechanical pulping technology.
The delivery includes evaporation, flash drying and baling equipment, Valmet DNA distributed control systems, flow control equipment, spare parts and a white liquor disc filter. The investment is intended to support pulp quality, strength, bulk and high wood yield while improving energy efficiency.
1.4 CMPC Secures Preliminary Environmental Licence for 3 Million-Tonne Pulp Mill in Brazil
CMPC has secured a preliminary environmental licence for its proposed Natureza industrial complex in Barra do Ribeiro, Rio Grande do Sul, Brazil. The project is estimated to involve an investment of R$27 billion and is designed to produce up to 3 million tonnes of eucalyptus pulp annually.
The preliminary licence is an important regulatory milestone, but it does not authorise construction. The company must still obtain an installation licence. The environmental review included an environmental impact assessment and a public hearing held on 29 January 2026.
The wider project also includes a proposed export terminal at the Port of Rio Grande, with a reported investment of R$1.5 billion.
1.5 Eldorado Brasil Leaves 2.6 Million-Tonne Pulp Expansion Without Construction Timeline
Eldorado Brasil has not established a construction timetable for its proposed second pulp production line at Três Lagoas, which would add 2.6 million tonnes of annual capacity. If completed, the expansion could increase the company's total pulp capacity from approximately 1.8 million to 4.4 million tonnes per year.
The project remains affected by the company's financial commitments following the agreement in May 2025 for J&F to acquire Paper Excellence's stake in Eldorado. The transaction was valued at approximately R$15 billion. Eldorado reported net debt of R$9.7 billion at the end of 2025, compared with R$966 million in 2024.
The company has also been developing an 86.7-kilometre railway connection to a terminal in Aparecida do Taboado. BNDES approved R$1.05 billion in financing for the railway project in December 2025.
1.6 Georgia-Pacific to Invest $150 Million in Palatka Mill Paper Machine Rebuild
Georgia-Pacific plans to invest US$150 million to replace and modernise Paper Machine No. 4 at its Palatka mill in Florida. Completion is expected in the second quarter of 2028.
The machine produces tissue products associated with the Angel Soft brand. The existing machine was installed in 1980, and the rebuild is intended to improve safety, reliability, product quality and productivity.
The Palatka facility also manufactures products associated with brands including Angel Soft, Quilted Northern, Brawny and Sparkle. Georgia-Pacific products from the site reach approximately 60 million US households.
1.7 UPM to Open First Label Material Factory in India by Early 2028
UPM Adhesive Materials plans to open its first label-material manufacturing facility in India by early 2028. The proposed facility in Gujarat will include an acrylic coating line.
The investment follows UPM's establishment of a slitting and distribution terminal near New Delhi in March 2026. The company also has an existing presence near Mumbai.
Local manufacturing is expected to shorten lead times and improve supply availability for customers. UPM sees opportunities in India driven by urbanisation, digitalisation, infrastructure development and rising consumption.
1.8 MM Kwidzyn Completes Continuous Cooking Investment, Targeting One-Third Reduction in CO₂ Emissions
MM Board & Paper has brought its continuous cooking investment at the Kwidzyn mill in Poland into operation. The project is expected to improve the mill's wood-use efficiency and reduce its environmental footprint.
The company estimates that the investment could lower annual wood consumption by approximately 50,000 cubic metres while reducing carbon dioxide emissions by around 100,000 tonnes. This would represent approximately one-third of the mill's emissions.
The project is designed to deliver these improvements while maintaining the mill's existing production output.

The company had entered insolvency proceedings in September 2026. Its difficulties were associated with financial pressure from CO₂ allowance obligations, high energy and raw-material costs, labour expenses and competitive market conditions.
The shutdown marks the end of production at both locations.
2.3 Metsä Board to Suspend White Kraftliner Production During Extended Kemi Mill Shutdown
Metsä Board plans to suspend white kraftliner production during an extended maintenance shutdown in the fourth quarter of 2026.
The shutdown is connected to renewal work on the cooking process at Metsä Fibre's Kemi bioproduct mill. Andritz is identified as the supplier of the wood-chip feeding system associated with the work. The precise duration of the production interruption was not specified.
The company also faces a market environment in which seasonal paperboard volumes are lower, prices have been rising and energy costs remain a concern.
3. M&A, Partnerships & Joint Ventures
3.1 Valmet to Acquire Tieto’s MES Business to Expand Pulp and Paper Automation Portfolio
Valmet plans to acquire Tieto's Manufacturing Execution System (MES) business, including its TIPS MES and Order to Cash solutions.
