Rex Makinohara Plant Completed To Boost RPF Production And Decarbonize Paper Energy Supply

Specialty papermaker Tokushu Tokai Paper Group has announced the completion of Rex’s new Makinohara plant in Shizuoka Prefecture, which will start operating on 15 December 2025 as a core RPF (Refuse Paper & Plastic Fuel) production base replacing the former Kanaya facility. The plant manufactures high‑grade solid fuel from hard‑to‑recycle wastepaper and plastics, supplying the group’s paper mills and helping cut CO2 emissions versus conventional fossil fuels while supporting circular resource use. Makinohara will double Rex’s previous RPF capacity to 2,000 tonnes per month, lifting group capacity to 6,000 tonnes per month, and features rooftop solar expected to reduce CO2 by about 100 tonnes annually plus electric excavators and forklifts that cut equipment‑related emissions by roughly 65% with zero exhaust gas. As part of Tokushu Tokai’s broader resource‑recycling and environmental business portfolio, the project underpins thermal and material recycling growth and reinforces the dual focus on papermaking and environmental solutions.
