Shanying Huazhong Paper Industry Revises 706,000-Ton Chemical Pulp Project for Two-Phase Construction

Shanying Huazhong Paper Industry Co., Ltd. has released the environmental impact assessment report for its revised 706,000-ton-per-year chemical pulp project, which will now be developed in two phases.

The project is a modification of the company’s previously approved 600,000-ton-per-year chemical mechanical pulp project, which received approval from the Jingzhou Municipal Bureau of Ecology and Environment in October 2023. According to the company, adjustments to the product output and production process during construction constituted a major project change under applicable environmental assessment regulations.

Following the revision, the project has been renamed the Shanying Huazhong Paper Industry Chemical Pulp Project.

Under the updated plan, Phase I will include the construction of a bleached sulfate chemical pulp production line with annual capacity of 400,000 tons, together with supporting facilities including a 2,650 tds/d alkali recovery furnace, a 500 t/d lime kiln, and a chlorine dioxide production line.

Phase II will add a second bleached sulfate chemical pulp production line with annual capacity of 306,000 tons, supported by a 2,200 tds/d alkali recovery furnace, a 420 t/d lime kiln, and an additional chlorine dioxide production line.

The project will also include the construction of a chemical pulp preparation workshop, a pulp board workshop, chlorine dioxide preparation facilities, an alkali recovery system, oxygen production facilities, and chemical water preparation systems. Supporting infrastructure will include wood chip storage areas, warehouses, circulating water stations, power distribution rooms, control rooms, wastewater and waste gas treatment systems, and solid waste handling facilities. Some office, living, and waste treatment facilities will rely on existing company infrastructure.

Upon completion, the first phase will produce 400,000 tons of air-dried bleached chemical pulp board annually for external sale, while the second phase will add 306,000 tons per year of white chemical pulp board, also intended for external markets.

According to the environmental impact assessment, eucalyptus and pine will serve as the project’s primary raw materials. The company stated that more than 95% of the required wood chips are expected to be imported due to limited domestic forest resources and concerns over fiber quality and pulp strength from domestic sources.
