Sinar Mas’ Jinguang Project Enters Full-Scale Construction in Yancheng with 77.6 Billion Yuan Investment

Construction of the Jinguang Yancheng Circular Economy Industrial Base, the largest single foreign investment project in Yancheng’s history, has entered the full-scale main construction phase, marking a significant step toward establishing a major cellulose fiber production hub.
With a total planned investment of 77.6 billion yuan, the project has accelerated following key milestones including construction approval and completion of the public planning announcement process. Site works such as earth leveling, pile foundation installation, and foundation excavation are now progressing simultaneously, supported by continuous on-site machinery operations.
The first phase, representing an investment of 10.6 billion yuan and covering approximately 3,000 mu, will establish a differentiated cellulose fiber production line alongside supporting infrastructure including spinning, acid treatment, sewage treatment, and an energy center. Upon completion, the facility is expected to produce 500,000 tonnes of high-end fiber annually.
A key component of the development is a 1.9 billion yuan combined heat and power project, designed to supply stable, low-carbon energy. Construction of this facility is underway in parallel, with operations targeted by the end of 2027 to support initial production.
Planned across more than 10,000 acres in three phases, the project is expected to reach a total capacity of 2 million tonnes of cellulose fiber and generate annual output value of around 80 billion yuan. It is also projected to create over 10,000 jobs and attract downstream industries, forming an integrated industrial ecosystem.
The first phase is scheduled for completion and commissioning in the second half of 2027, with full project completion targeted around 2030.
