Smurfit Westrock Begins Consultation on Potential Closure of Birmingham Paper Mill

Smurfit Westrock has initiated a consultation process that could result in the closure of its SSK paper mill in Birmingham, with production capacity potentially transferred to other facilities within its European network.
The SSK mill produces approximately 200,000 tonnes of fluting and liner annually, supplying the UK and Irish corrugated packaging markets. The company stated that the move is being considered in response to challenging external market conditions, alongside a strategic effort to optimise its UK manufacturing footprint and improve long-term competitiveness.
Under the proposal, production currently handled at the Birmingham site would be relocated to other mills across Europe. Smurfit Westrock said this would allow it to continue supporting customers while maintaining a focus on service, quality and innovation, as well as sustaining its presence in the UK paper market over the long term.
Pim Wareman, CEO of Smurfit Westrock Recycled Paper Cluster Europe, said the consultation marks a necessary step. “Embarking on a consultation process is a difficult but necessary decision to ensure we are aligned with market realities and to strengthen our long-term position,” he said. He also acknowledged the contributions of employees at the site, noting their commitment over many years.
The consultation period is set to begin on 15 May and will last six weeks. A final decision on the future of the mill will be made following this process.
If the closure proceeds, approximately 130 employees would be affected. The company said it plans to offer support measures, including career assistance and opportunities within its wider operations where possible.
