The Navigator Company Approves €115 Million Investment in Aveiro to Strengthen European Tissue Capacity

The Navigator Company, S.A. has approved a strategic investment of approximately €115 million to install a new tissue paper production machine at its Aveiro industrial complex. This investment will enhance the Company’s integrated industrial footprint in the tissue segment and support the needs of its recently acquired tissue operations in the United Kingdom.

The new production unit, with an annual manufacturing capacity of 70,000 tonnes, will be dedicated primarily to supplying the UK operation acquired by Navigator in 2024. The aim is to balance tissue reel production with the converting capacity in the UK, reducing reliance on externally sourced reels, improving operational efficiency and supporting long-term sustainable growth across Europe.

This investment forms a key part of Navigator’s broader organic growth and internationalisation strategy in the Tissue business. In 2025, Navigator completed a feasibility study for this project, leading to the final investment decision to proceed with the new machine.

The phased investment will be spread over three years, with expected expenditures of approximately €48 million in 2026, €53 million in 2027 and €14 million in 2028. The new unit is scheduled to begin operations in March 2028. The project will benefit from support under the Portugal 2030 programme.

By strengthening the industrial integration of Navigator’s tissue operations, the investment enhances competitiveness, supports product innovation and consolidates the Company’s position in the strategic European tissue market.
