UK Government Appoints Packaging Producer Responsibility Organisation to Deliver Extended Producer Responsibility Scheme
The UK Government has announced the appointment of a Packaging Producer Responsibility Organisation (PRO) to oversee and deliver the country’s Extended Producer Responsibility (EPR) for packaging scheme, marking a significant milestone in the nation’s transition toward a circular economy.
The newly appointed PRO will play a central role in administering the EPR framework, including managing producer fees, supporting local authorities, and ensuring efficient implementation of recycling and waste management obligations across the UK.
The EPR scheme represents a major reform of the UK’s packaging waste system, requiring producers to bear the full cost of managing packaging waste, including collection, sorting, recycling, and disposal. This shift aligns with the “polluter pays” principle and is designed to incentivize more sustainable packaging choices and improve national recycling rates.
Under the scheme, businesses that manufacture, import, or sell packaged goods will be financially responsible for the lifecycle of their packaging. Fees will vary based on factors such as material type, weight, and recyclability, encouraging companies to adopt more environmentally friendly designs.
The appointment of the PRO is a critical step in operationalizing the scheme, which is expected to generate substantial investment in recycling infrastructure, enhance efficiency in waste management systems, and support local councils in delivering improved recycling services.
The UK Government has emphasized that the reform will not only reduce environmental impact but also drive innovation across the packaging value chain, positioning the UK as a leader in sustainable resource management.
The EPR scheme, which began rollout in 2025, will continue to evolve with fee modulation and stricter compliance requirements coming into force from 2026 onward
