UPM will discontinue graphic paper production at its Ettringen mill in Germany on 31 December 2025, following completion of the legally required participation and consultation process with employee representatives. The closure will reduce UPM’s uncoated mechanical paper capacity by 270,000 tonnes per year and directly affect 189 employees, for whom the company has agreed market-oriented severance packages, pension-related measures and the creation of a transfer company to support redeployment. UPM says the decision is part of its ongoing strategy to selectively align communication paper capacity with profitable demand amid structural decline in graphic papers, while concentrating production at more competitive mills across Finland, Germany, the UK and the US. An after-care team will remain on site to ensure safe conditions after shutdown, as UPM continues to reposition its portfolio toward renewable fibres, advanced materials and decarbonization solutions.
